Define winning and completion

Legal disputes, competitive examinations, tenders and administrative applications involve other parties, deadlines and procedural stages. Define success: filing accepted, interim order, final decision, rank achieved or funds received. These are distinct outcomes.

The sixth may be relevant to competition and disputes, seventh to the other party, tenth to authority or decision-making, and eleventh to the desired result. Use the specific grouping taught for the event rather than turning this general subject list into a universal legal formula.

For an illustrative examination case, distinguish appearing for the examination, passing the minimum requirement and achieving a selection rank. A period connected with study does not by itself establish selection.
